How anvils work
Walk onto a station and press the PLAY prompt. Your Power rises at the anvil multiplier, and the official pass descriptions say the gain is based on your equipped pickaxe, so a better pickaxe speeds up every anvil.
The 25x, 50x and 100x passes each "bypass the anvil's Index requirement", so those anvils are also gated by your Index. Cutting new materials is therefore part of training faster.
The lower stations unlock by depth instead. In the MicoSoup video, the 5x station opened after reaching Room 10 and the 10x station after Room 15, with 15x next at Room 20. Each tap on an anvil adds Power at once, so the per-tap amount jumps every time you buy a new pickaxe.
Are the anvil passes worth it?
Each pass is permanent and only skips the Index requirement. If you are close to the entry count, keep cutting new materials instead. The 2x AFK Speed boost (79 Robux) doubles Power on every anvil, including the free ones, so it is usually the better first purchase.
